Search Warrant in Camden Leads to Arrests for Drug Offenses

The Delaware State Police have arrested 70-year-old Charles Kemp of Camden, Delaware and 33-year-old Christina Mohr, of Felton, Delaware, for felony drug charges following a search warrant in Camden.
On August 10, 2026, members of the Kent County Special Investigations Unit executed search warrants at a property on the 1200 block of Dundee Road in Camden. The search warrants were obtained following an investigation of Charles Kemp for the distribution of illegal narcotics from the property. During the search warrant, Christina Mohr was detained on the property without incident, and Kemp was taken into custody when he reported to Probation and Parole.
A search of Mohr and the residences on the property led to the discovery of the following items:
- 10 dosage units of oxycodone
- Approximately 19.99 grams of suspected crack cocaine
- Approximately 314.55 grams of counterfeit cocaine
- 1 suboxone sublingual strip
- Digital scales and drug paraphernalia
- Cooking material with white residue
- $3,651 in suspected drug proceeds
Kemp was arrested and taken to Troop 3, where he was charged with the crimes listed below, arraigned by the Justice of the Peace, and committed to the Department of Correction on a $16,000 cash bond.

- Manufacture, Deliver, Possession with Intent to Deliver a Controlled Substance, Tier 2 Quantity (Felony)
- Possession of Controlled Substance, Tier 2 Quantity (Felony)
- Manufacture, Deliver, Possession with Intent to Deliver a Controlled Substance (Felony)
- Manufacture, Deliver, Possession with Intent to Deliver a Counterfeit Controlled Substance (Felony)
- Unlawful to Knowingly Operate or Attempt to Operate a Clandestine Laboratory (Felony)
- Conspiracy 2nd Degree – Agreement to Engage in Felony Criminal Conduct (Felony)
- Possess or Consume a Controlled or Counterfeit Substance except Human Growth Hormone without a Prescription – 2 counts
- Possession of Drug Paraphernalia
Mohr was arrested and taken to Troop 3, where she was charged with the crimes listed below, arraigned by the Justice of the Peace, and released on a $16,000 unsecured bond.
